How is the “4 years or more stay within the last 10 years” requirement for the E-7-4 visa calculated?

I worked in Korea from 2017 to 2019 on an E-9 visa, and then re-entered in 2022 with an E-9 visa and have been working for 2 years. Does this meet the requirement of staying for more than 4 years?
